President Obama signed the “American Recovery and Reinvestment Act of 2009," (H.R. 1) into law on February 17, 2009. This bill provides for a $8,000 tax credit that would be available to first-time home buyers for the purchase of a principal residence on or after January 1, 2009 and before December 1, 2009. The credit does not require repayment and will be claimed on a tax return to reduce the purchaser's income tax liability. Obama administration to expand housing plan. The Obama administration announced new measures that would help homeowners avoid foreclosure if they don't qualify for aid. The program is designed to streamline the process of selling a home that is worth less than the mortgage, or transfer ownership to the lender. While both options still ding the homeowner's credit score, they don't affect it as much as a foreclosure.
